Cambodia played seesaw with its alliances shifting allegiance between the US and China. The US was granted permission to bomb North Vietnamese strongholds within Cambodia during so called "hot pursuits". Nixon actually used this agreement as an argument for extensive bombing campaigns on Cambodia, as the communist Khmer Rouge were assisting the North Vietnamese to hide, transport and launch attacks from within Cambodia.
